From the jungles of Upper Assam on Tuesday two companies of the banned ULFA formally declared a ceasefire. They formed what is actually ULFA's crack unit responsible for all the massacres in Upper Assam in recent years. Mrinal Hazarika the former commander of the battalion may have started taking initiative for a peace process while in jail.
